Personally I don't like sites that allows multiple accounts, for example, your issues with Seun made you create up to 3 accounts and that means more traffic for Seun and there are other numerous users with 10 alternative accounts on NL and that alone would make me think twice if to advertise on NL or not.
We do not want unserious minded people who would think they can easily create a new member account because they were banned for misconduct.

Yes all of these are valid points. There is no better way to stop multiple registration except he has to prevent users from using same device which is bad at this stage. And you know ISPs are funny in this part of the country, no permanent IP address, always changing on connecting to the network. Emails still remain the best authentication, and it can be created multiple of times too. If Google can't stop the creation of multiple email account with a single number, I see no reason why he should restrict that too. Other than this I support all your suggestions.
Yea, I understand your concerns about the multiple registration issues, IPs are constantly changing since it is dynamic but there is an international forum I belong for 17 years now and there is a way around these things..
